LIFETIME ACHIEVEMENT

The Cridge Centre for the Family was enormously proud to share the spotlight with the Butchart Gardens this year when the Greater Victoria Chamber of Commerce declared a tie in voting and awarded both the Lifetime Achievement Award. In celebrating their 100th anniversary in 2004 The Gardens share a long history in Greater Victoria with The Cridge, (131 years old in 2004). Indeed, Jennie Butchart was an avid supporter of the Orphanage and often had children out to the Gardens. Updates

July 3,2003
1. The contractors invited to submit construction bids are:
a) Cottage Grove Developments Ltd
b) CanPro Construction Ltd
c) Perma Construction Ltd
d) Alan Jones Construction Ltd

2. All four contractors attended an on-site review and inspection June 27, 2003, conducted by our architect, Phil Chang.

3. The appropriate documentation has now been filed with the City of Victoria to amend the letter of understanding with the City regarding upgrading of Kings Road and the appointment of our arborist, Mr Jeremy Guy.

4. The Oaklands Community Association has been updated and has written a letter of approval.

5. The final floor plans have been reviewed and agreed by the Child Centre Coordinator and Team Leaders and by the CRD Licensing Authority.

6. The cost estimates for the plans are being prepared by TBKG Consultants and will be reviewed by the project team July 4, 2004.

7. The construction bids from the four contractors will be received at the Advanced Architecture office on July 31, 2003.

8. The selection of the final contractor will be completed and approved in early August and the neighbourhood will be advised as to the construction schedule (blasting, etc).

9. All construction traffic will be from Hillside Avenue. It is planned that no construction traffic will use Empire Street or Kings Road.

10. Ground breaking and an appropriate ceremony will be scheduled for later in August 2003.

May 22, 2003

The pace of activity for the new Child Care Centre has quickened considerably during the last two weeks and we are now able to report:
1. A letter of approval from the City of Victoria for a development permit has been received.
2. The plans for site access from Hillside Avenue have been submitted to the City of Victoria Director of Planning and Development.
3. We have appointed an official arbourist, Jeremy Guy, to prepare and supervise the tree covenant with the City of Victoria. The change of building location and access from Hillside will result in less impact to the Gary oaks and reduce the number of trees to be affected to three.
4. We have had further meetings with the Oaklands Community Association to review all our plans and have received written approval from them.
5. Capital Regional Licensing has given written approval for our building plans and have requested input to the layout of the playground at a later date.
6. The final drawings and costing estimates are in process for completion by early June and we will then proceed to call for tenders

May 16,2003

1. The plans for the new building were advanced to a public hearing by the City of Victoria council at its meeting of April 3, 2003. The date for this meeting has not been set, but we hope it will be in early May so that we can maintain our initial time schedule.
2. The new zoning for the Kings Road property accommodates the building of the new child care centre.
3. The tree covenant that was signed between the City and the Cridge Centre in 2001 based on the Merrick plans may require some changing. There may be some problems with the tree covenant in relation to the new road development that will be required to bring the access to the property from Hillside. The tree covenant agreement is now being reviewed by the architect and arborist, both in relation to the necessary amendments.
4. The cost estimates for the child care construction are still within the original budget total without reduction of the contingency reserve that was originally established.
5. Approval has been received from the CRD Licensing authorities for the new building. Licensing has indicated it wishes at a later date to review and provide input into the scheduling of the playground usage by the various age groups.
6. The present schedule now calls for:
a) Completion of final drawings, costing analysis and application for building permit by the end of May
b) Tendering of contracts - June/July
c) Start of construction by mid August
7. The organizational structure (i.e. general contractor vs. construction manager) of the project still needs to be finalized. It is anticipated that the team will recommend a general contractor with a stipulated price, and monitoring by the architect and project team

Our New Child Care Centre Project Update

The siting of the new building, elevations, interior design, exterior appearance, etc. have now been finalized and submitted to the City of Victoria and the provincial licensing authorities for approval. The City of Victoria Planning Committee is scheduled to review our plans at its March 24, 2003 meeting. We are hopeful that the plans will then be passed on to the City Council for approval by the end of April, 2003.

The plans have been reviewed by the Quantity Surveyors and the cost projections are within the budget available for the project. Construction is scheduled to begin by September 2003 and the construction activity will access the property from Hillside Avenue.

Land Development Update

In December 2001 the Cridge Centre for the Family submitted to the City of Victoria plans for development of its property, the legal description of which is described above. This submission was approved by the City of Victoria but subsequently the Cridge Centre discovered that the plans were far beyond its fiscal abilities and were forced to reconsider and develop plans that would achieve all that was hoped for but within the fiscal restraints within which we had to operate and not require rezoning application. The Cridge Centre hired a new architect, Mr. Phil Chang, who had had previous experience with our property through the development of the Oakwinds housing complex which is part of the overall Cridge property. The original Oakwinds designs were based on plans that had been carefully studied and approved by the City for an overall land development with an emphasis on the entrance, traffic flow and servicing being from Hillside and to that end easements were approved on the services and roadway of the Oakwinds project allowing for future use by the Cridge Centre in its development

Based on this re-appreciation of our development plans, the location for the new proposed child care centre for which the Cridge Centre had received two major foundation donations was re-sited to an area adjacent to the roadway off Hillside. This proposed relocation not only has significant cost savings in that there is easier access to services and traffic flow, but eliminates completely the neighbours’ concern of additional traffic on Empire Street and Kings Road, as well as a new road off Cook Street. The new proposed child care centre also has been redesigned to take a far smaller footprint on the site thus allowing for less usage of the parkland garry oak area. By relocating the proposed child care centre, we have also been able to retain the existing playground area for the child care population. The existing playground area is considered a large and well-developed playground.

Our future development following the construction of the new child care centre would also initially be along the Hillside roadway area and would provide for interior courtyard intermixed with grassland, green area and the garry oak parks within the development interior, thus forming the village centre as an “oasis” of peace with the Hillside traffic being blocked out with the barrier of development.

We are proceeding to finalize the development of the new child care centre and plan to have a submission on this to the City by March of this year. The overall development will however take a little longer since we are very keen to ensure full public involvement and to receive full input from both the City and the local community. We have met with the community on two occasions (December 2002 and January 2003) and further community meetings in association with the Oaklands Community Association are planned for February 13th and subsequent dates. We wish to have this full consultation prior to completion of the overall development we would be proposing for the site and are hopeful that this can be completed by mid year.

To enable both the community, the City and others who are interested in the development of the Cridge Centre property we have set aside this page on our website where we intend to issue monthly updates including both narrative and graphic information. The Cridge Centre remains steadfast in its wish to develop an overall Cridge village within the property and is very conscious of its long term history and future commitment to the community.
